P.-Opium for Macao. Please refer to our telegram dated 15th September. We seek your approval of the following proposals which we put forward after consultation with Government of Bengal as to procedure which we should adopt to give effect to Macao opium agreement.

(1) Agent should be appointed in his country by Portuguese authorities. We will recognise no one but this agent, and certificates of export to Macao will be delivered to him alone.

(2) Opium for export to Macao will be obtained at Calcutta by this authorised agent either at monthly sales by purchase, or privately from persons legitimately holding opium in Calcutta.

(3) No Malwa opium is now exported from Bombay and exports of opium for Macao will be made from Calcutta.

(4) Certificates will be issued at such times of the year as may be demanded by the agent, up to a limit of 500 chests in any calendar year.

(5) With reference to Article 5 of the agreement, instructions are solicited as to what evidence should be accepted as suficient authority for the grant in any particular year of certificates for over 500 chests. In order that irregularities may be prevented and to avoid possible complaints of breach of spirit of the agreement it seems to us desirable that a definitely recognised procedure on this point should be adopted. Any procedure that may seem to you desirable will be accepted by us.

(6) These arrangements to take effect on date on which they are approved. (7) In the meantime with regard to exports in 1913, 395 chests having actually been exported up to end of August, exports from 1st September to 31st December will be limited to 105 chests.
